Browse Forward Plan of Key Decisions

The Forward Plan of Key Decisions is prepared on a monthly basis and published at least 28 days before the start of the period covered.

'Key Decisions' are defined as those Executive/Cabinet decisions which are likely:

a) to result in the County Council incurring expenditure which is , or the making of savings which are, significant having regard to the relevant budget for the service or function to which the decision relates;

or b) to be significant in terms of its effects on communities living or working in an area comprising two or more electoral decisions in the County's area.

The Forward Plan will contain ALL matters which the Leader of the Council has reason to believe will be the subject of a Key Decision to be taken by the Cabinet during the forthcoming four month period. It may also include decisions that are not key decisions but are intended to be determined by the Cabinet.

Occasionally it is not possible to give 28 days' notice of a decision therefore the item cannot be listed in the Forward Plan. The following provisions exist to cater for these circumstances:

General Exception (GE)

Where a report is available for inclusion in the Cabinet agenda which is published five clear working days before the date of the Cabinet meeting, we are required to notify the Chairman of the relevant Select Committee (as pre-Cabinet scrutiny has not been possible) and a Notice is posted on our website and at our main office explaining why inclusion in the Forward Plan was not possible.

Special Urgency (SU)

Where a decision is needed at such short notice that neither the Forward Plan, 28 day rule nor the Cabinet five clear working day rule can be met, we are required to seek the agreement of the relevant Select Committee (as pre-Cabinet scrutiny has not been possible) and a Notice is posted on our website and at our main office explaining why inclusion in the Forward Plan was not possible.

A copy of the Forward Plan of Key Decisions may be inspected, free of charge, at the Member and Democratic Services Office, County Buildings, Martin Street, Stafford ST16 2LH during normal office hours Monday to Friday.
