The Department of Health and Social Care (DHSC) has allocated a £500 million Adult Social Care Discharge Fund to local authorities and the NHS for services to facilitate hospital discharge. In each area funding is required to be pooled in the Better Care Fund (BCF). This decision relates to expenditure of Staffordshire County Councils’ allocation.

1. Following the Government announcing the
allocation of the Adult Social Care Discharge Grant, consultation
with key stakeholders has taken place in order to inform which
schemes to include in the proposals that would have the most
beneficial impact on improving hospital discharge and a Home-first
approach, and be achievable within the required timescales in line
with the grant conditions.
2. Initial meetings mobilised 1st Week in December to coordinate a
list of schemes for consideration. These included representation
from the ICB, SCC and Stoke County Council. In addition, Senior
Managers from MPFT were engaged with and approached to put forward
scheme proposals for inclusion. Staffordshire Association of Care
Providers were also engaged with to put forward proposals.
Discussions also took place with the voluntary sector through the
Councils Public Health Team.
3. A joint local Authority meeting took place on 7th December to
review all of the proposed social care schemes, and ensure
consistency of services to patients across Staffordshire and Stoke
wherever possible. Following this, Options put forward were
considered by Senior leaders from both the Council and the ICB, at
the ICBs CFO System Finance Leads meeting on 7th December and to
the Councils Senior Leadership Team Meeting on 8th December.
4. In the context of the BCF s75 agreement and the plans outlined,
proposals are also being agreed by local health and social care
leaders at the Joint Commissioning Board on 16th December which
includes senior partners from the ICB, SCC and MPFT. In terms of
onward reporting and measurement, the Joint Commissioning Board as
the vehicle for the delivery of the BCF will retain
oversight.
