Staffordshire County Council and the Integrated Care Board have jointly developed a five year (2023-2028) 'Living My Best Life - A Strategy for Disabled, Autistic and other Neurodivergent People in Staffordshire' strategy which will replace the existing Staffordshire Whole Life Disability Strategy (2018-2023). The new strategy is being submitted for final consideration and approval.

To provide an update on the Better Care Fund 2022-23, and to request that cabinet delegate authority to the Director of Health and Care to enter into a legal agreement under Section 75 of the NHS Act 2006 in order to implement the 2023/24 BCF Plan once the guidance is published and the plans are approved by the Council and the Integrated Care Board.

This final Integrated Performance Report for 2022/23 provides an overview of Staffordshire County Council’s progress and performance in delivering against our Strategic Plan and Delivery Plan, and our financial outturn in relation to our Medium Term Financial Strategy.

The request is for approval 1. To extend the existing contract for an interim period. 2. To enable procurement of a new PSN contract. Staffordshire Public Services Network (PSN) Replacement Project - To agree procurement and contractual vehicles that maintain continuity and enable a flexible migration approach to a shared network of public sector services within Staffordshire, and to have the new contract / framework in place in line with the current contract exit strategy by July 2025. To procure a new contact for the Staffordshire PSN to commence in July 2025 at the latest.

To agree to the Household Waste Recycling Centres policy changes following the outcome of the consultation, and to note progress on re-use and improvements made to the HWRC network since the service was brought in-house

It is proposed that Staffordshire County Council and Stoke on Trent City Council's Coronial areas are merged to form a single jurisdiction. The Legal Framework and Financial protocol for the merged area will be tabled for approval.
