The Committee received a presentation by the Case Officer on the proposed application to allow waste carrying vehicles to park on the internal haul road between 06:00 and 07:00 Monday to Friday (excluding Bank and Public Holidays)

 

In accordance with the County Council’s scheme for public speaking, and at the Chairman’s discretion in this case, the Committee received representations from Ms L Bernadette-Walford (speaking on behalf of Mr S Burgess), objecting to the application, Mr H Adamczuk, representing Silverdale Parish Council, Dr A Drakakis-Smith supporting the application and Mr P Lealman supporting the application.

 

Following a vote it was: -

 

Resolved – (a) To permitthe proposed development to allow waste carrying vehicles to park on the internal haul road between 06:00 and 07:00 Monday to Friday (excluding Bank and Public Holidays) at Walleys Quarry Landfill, Cemetery Road, Newcastle-under-Lyme, ST5 6PJ, subject to planning conditions based on the heads of terms listed in the report.

 

(b) That the Committee Clerk inform the County Council’s Prosperous Overview and Scrutiny Committee of the Planning Committee’s decision.

The Committee received a presentation by the Case Officer on the proposed application for the importation and temporary storage of limestone scalpings with the erection and use of an aggregate washing plant.

 

In accordance with the County Council’s scheme for public speaking, the Committee received representations from Mr T Dalton representing Wooton Parish Council, Mr R Watkin representing Ellastone Parish Council, and Ms S Gaskarth supporting the application.

 

Councillor P Atkins OBE as the Local Member informed the Committee that the applicant had addressed all issues that had been raised previously regarding the traffic and proposed route that was intended to be used. The remaining concern was the timing of traffic leaving Cauldon Low Quarry.

 

Following a vote it was: -

 

Resolved To permit the proposed development for the importation and temporary storage of limestone scalpings with the erection and use of an aggregate washing plant subject to a legal agreement and planning conditions based on the heads of terms listed in the report.

Application by Biffa Waste Services Ltd at the Poplars Landfill Site, Lichfield Road, Cannock - SCC/22/0021/VOC-ES pdf icon PDF 2 MB

To vary conditions 2 (approved plans), 3 (finished levels) and 23 (restoration and aftercare) of permission CH.446/88 (as amended by CH.446/88/721 MW D10 (revised restoration scheme) and CH.446/88 PWA (4) D3 (phasing)) to relocate landfill void space, to revise the restoration profile and surface water management, and to update the phasing of the operations.

The Committee received a presentation by the Case Officer on the proposed application to revise the approved plans to allow landfilling to take place in the south-east corner of the site rather than the northern part of the site. The relevant areas are shown on the Current and Proposed Phasing plan.

 

In accordance with the County Council’s scheme for public speaking, the Committee received a representation from Ms M Tappenden in support of the application.

 

Councillor Thompson as local Member sought reassurances that the works on the site would be completed within the dates suggested in the report. The Committee were advised that an end date could not be guaranteed as Biffa could apply for planning permission to extend the end date. Cllr Thompson also expressed concerns of residents about past issues with odours which should not be repeated and that there should be no overall increase in the height of the landfill   Officers advised that a local flooding issue had been raised by a neighbouring business after the committee report had been completed and that this had been investigated and the Flood Risk Management (FRM) Team were re-consulted.  Biffa advised that this matter was being dealt with in co-operation with the neighbouring business. The FRM Team amended their previous recommended condition related to site boundary drainage and a requirement for the submission of a Construction Environmental Management Plan. Biffa confirmed that they were happy to accept the changes.

 

Following a vote, it was: -

 

ResolvedTo permit the application to vary conditions 2 (approved plans), 3 (finished levels) and 23 (restoration and aftercare) of permission CH.446/88 (as amended by CH.446/88/721 MW D10 (revised restoration scheme) and CH.446/88 PWA (4) D3 (phasing)) to relocate landfill void space, to revise the restoration profile and surface water management, and to update the phasing of the operations at Poplars Landfill Site, Lichfield Road, Cannock, WS11 8NQ subject to a legal agreement and planning conditions based on the heads of terms listed in the report, as amended by the terms of the revised condition recommended by the FRM team.

Following a vote it was: -

 

Resolved - To permit the proposed lateral (northern) extension to extract a further 4.65 million tonnes of sand and gravel and a consolidating application covering all mineral extraction operations at Croxden Quarry, Freehay Road, Cheadle subject to a legal agreement and planning conditions based on the heads of terms listed in the report.
