Decision – That the oral report of the Leader of the Council giving an update on a range of issues including the Chairman of the County Council, the Chief Fire Officer and two Staffordshire residents receiving honours in The Queen’s New Year’s Honours List; the installation of a new rail bridge over the Christmas period as part of the Lichfield Southern Bypass Scheme; the commencement of work on the final remaining plot at Kingswood Lakeside Business Park; and the Council’s pioneering library service with 27 of the smaller branches now run by community groups and other organisations; be noted.

Reasons for the Decision – To consider establishing a framework agreement with fifteen National Driver Offender Retraining Scheme (NDORS) licenced driver trainers to enable the delivery of NDORS courses within Staffordshire.

 

Decision That the County Council enters into a framework agreement with fifteen NDORS licenced driver trainers for the period of 1st April 2020 to 31st March 2023, with the option extend until the 31st March 2024, to guarantee the delivery of NDORS

courses in Staffordshire.

“Last year we undertook a lot of engagement with adults with learning disabilities, with a view to redesigning our services so they can continue to meet the needs of local people.

 

“This latest decision affects how we advertise the supported living and Community Based Day Opportunities we need to potential providers. By opening up our purchasing and allowing new providers to join the dynamic purchasing system, we can evaluate their responses based on quality and cost, and award contracts accordingly. This ultimately means more choice for those residents with assessed eligible care and support needs”.

Reasons for the Decision – To consider the arrangements for the award of individual contracts under the Dynamic Purchasing System for Community Based Day Opportunities to ensure that these can be completed by relevant officers in a timely way and in accordance with Public Contract Regulations 2015 and the Council’s internal procurement regulations.

 

Decision (a) That authority to the award (including entering into) of individual contracts for the provision of Community Based Day Opportunities, via the Light Touch Regime Dynamic Purchasing System, be delegated to the Director for Health and Care.

 

(b) That it be noted that the Director for Health and Care will delegate the award of individual contracts for the provision of Supported Living and Community Based Day Opportunities services, via the respective Light Touch Regime Dynamic Purchasing Systems, to the Assistant Director for Care Commissioning or Lead Commissioner(s), in line with the Council’s scheme of delegation.
