The client department Economy Infrastructure
and Skills (EI&S) Unit wishes to commission a large number of
providers to supply Transport services across the Staffordshire
region in PSV (Public Service Vehicles) to enable the people of
Staffordshire to reach a township or marketplace.
The current transport provision is via an Open EU Tender Process, this is complex and lengthy and limits our ability to respond quickly.
Staffordshire County Council currently work with approximately 178 Operators providing local transportation across Staffordshire on (Public Service Vehicle Licences).
The county council has a budget of £1.2 million per annum to provide bus services that supplement the commercial Local Bus network. In addition a number of significant developments are coming forward with Section 106 Contributions attached to support the provision of new bus services. Implementation of a DPS will enable the council to procure all of its Local Service requirement in an efficient and responsive manner.
Establishing a DPS does not commit the council to any expenditure as this only occurs when tenders are issued under the DPS and authorised by the relevant Budget Holder in line with the scheme of delegation.
