An opportunity has arisen to create a joint post combining the SCC Adult Social Care and Safeguarding Lead post with the MPFT Director of Adult Social Care post to create a single post covering the combined responsibilities, with Jo Cowcher as the first incumbent. The joint post would be hosted by SCC and report to the Director of Health and Care and the MPFT Chief Executive.

09/07/2019 - i54 Western Extension Contract Award ref: 1603    Recommendations Approved

The i54 Western Extension is a £38.5m project that is jointly funded by Staffordshire County Council and Wolverhampton City Council through a Joint Venture Agreement (JV).

The decision required is to award a c. £3.5m project to Amey to construct a 0.9km length of new Highway that will provide access to the development plot.

The construction of the development plateaus and associated works will be the subject of a further procurement decision.

09/07/2019 - Cannock Chase Joint Investment Programme - Cannock Railway Station. ref: 1602    Recommendations Approved

A delegated decision was made by County Councillor Phillip Atkins, Leader of Staffordshire County Council on the 12 April 2013 agreeing joint investment monies to be released from the capital receipt from the sale of land owned by the county.

These monies are held in a joint account between both authorities, SCC and Cannock Chase District Council and were earmarked for projects that support Economic Prosperity and Public Health outcomes.

A second delegated decision was made by Councillor Atkins on the 19 December 2014 regarding the drawdown of monies for a range of projects since completed. That decision highlighted that money would be allocated to an Economic Development and Physical Asset Reserve – use of which would be for joint agreement between each authority and subject to project appraisal.

This delegated decision request is to seek approval for the allocation of monies remaining in the Economic Development and Physical Asset Reserve towards the cost of developing an Outline Business Case which will set out the case for securing funding for a transformational upgrade of Cannock Railway Station in partnership with the West Midlands Rail Executive (WMRE), Network Rail, West Midlands Trains and Cannock Chase District Council.

Consideration was given to a request from Shenstone Parish Council for the transfer of the Freehold, or granting of a long term lease, for the Stonnall Community Building and the adjacent former school car park to them at a notional cost.  Details were submitted of the current lease arrangements between the County Council and Parish Council for their use of the building, the running costs being met by the Parish Council and on the current and  potential value of the site. 

 

The Sub-Committee considered the Parish Council’s submission on the importance of the facility to the local community and received representations from County Councillor David Smith who attended the meeting as the Local Member.

 

RESOLVED – That the Head of Commercial and Property be authorised to agree the final terms for the transfer of the freehold interest, at undervalue, of the Stonnall Community Building to Shenstone Parish Council for it’s the continued use for community purposes.
