10/12/2019 - Award Approval for the Dynamic Purchasing System for the Provision of Local Service Transport within Staffordshire

The client department Economy Infrastructure and Skills (EI&S) Unit wishes to commission a large number of providers to supply Transport services across the Staffordshire region in PSV (Public Service Vehicles) to enable the people of Staffordshire to reach a township or marketplace.

The current transport provision is via an Open EU Tender Process, this is complex and lengthy and limits our ability to respond quickly.

Staffordshire County Council currently work with approximately 178 Operators providing local transportation across Staffordshire on (Public Service Vehicle Licences).

The county council has a budget of £1.2 million per annum to provide bus services that supplement the commercial Local Bus network. In addition a number of significant developments are coming forward with Section 106 Contributions attached to support the provision of new bus services. Implementation of a DPS will enable the council to procure all of its Local Service requirement in an efficient and responsive manner.

Establishing a DPS does not commit the council to any expenditure as this only occurs when tenders are issued under the DPS and authorised by the relevant Budget Holder in line with the scheme of delegation.

13/08/2019 - North Staffordshire Ministerial Direction for Nitrogen Dioxide - Project Update

Officers from Newcastle Borough Council, Stoke City Council and Staffordshire County Council (SCC) are jointly working under a ministerial direction. to improve transport related air pollution in North Staffordshire. DEFRA have advised that nitrogen dioxide emissions must be brought within EU levels of compliance in the shortest possible time. The program to deliver the business case that will finance remedial transport interventions has been reviewed and refreshed. SCC Cabinet are asked to approve it.
