The Corporate Parenting Panel was established in 2006 to enable the Council to adequately fulfil its collective responsibility to achieve good parenting for all children in care. It helps to ensure that the services provided to children and young people looked after by the County Council are of good quality and meet their needs.
In accordance with Regulation 44 of the Children’s Homes Regulations 2001, members accompany an approved independent person on their visits to children’s homes.
There is a legal requirement for the registration of Children’s Homes with Ofsted and for each to have a Statement of Purpose which forms the basis for future inspections. These are comprehensive documents which set out the particular purpose for each home including the accommodation, the age/profile of children to be accommodated and staff ratio. Members should refer to the appropriate Statement of Purpose (listed below) before undertaking a Regulation 44 visit.
