Decision – That the oral report of the Leader of the Council giving an update on a range of issues including events held across Staffordshire as part of the Staffordshire Day Celebrations; the completion of the Branston Locks project near Burton upon Trent; the Council’s petitioning on around 60 items to mitigate the impact of Phase 2a of HS2; the recent surge in the numbers of vulnerable children in Staffordshire coming in to care; the  £37m funding gap facing the Council in 2019/20; and the Council’s lobbying of Central Government on the need for changes in the way local government is funded; be noted.

The Chairman informed the Cabinet that although the minutes of the meeting of the Property Sub-Committee referred to the request for the removal of a restrictive covenant at Orchard House, Newcastle-under-Lyme (minute number 39), there were, in fact, three interlinking restrictive covenants.

 

Decision –That, subject to the correction referred to above, the minutes of the meeting of the Property Sub-Committee held on 2 May 2018 be received.

Decision – That the following decisions taken by Cabinet Members under delegated powers be noted:

Cabinet Member for Commercial and Cabinet Member for Economic Growth

In approving:

 

a) The joint funding, with East Staffordshire Borough Council (ESBC), of a comprehensive, detailed forward view of growth opportunities, bringing more jobs and greater prosperity, for Burton to be carried out by a regionally or nationally renowned, independent, consultancy or expert/professional body specialising in improving cities and town economies.


b) That the detailed appointment brief will be signed off by the Burton Town Regeneration Board. Initial SCC membership of the Board to be Cllr’s Atkins, Winnington and Deaville with substitution permitted by Cabinet Support Members to enable quorate to be achieved.


c) The final consultant appointment being made by ESBC under their Financial Regulations, with SCC making a 50% financial contribution to ESBC up to a maximum of £25,000.


d) Agreement in principle to enabling ESBC to enter into a Major Works Agreement with SCC to procure the design and construction of an uplift in the attractiveness of the spaces for pedestrians in Burton town centre, subject to the costs being fully funded by ESBC.


e) The decision on the final form of contractual arrangement, which shall be contained within a Major Works Agreement between the two Authorities, be delegated to the Commissioner for Highways and the Built County in consultation with the Director of Strategy, Governance and Change.

In approving the commencement of public consultation on a proposal to enlarge Holy Trinity CE(C) Primary School in Burton upon Trent.
