Decision – That the oral report of the Deputy Leader of the Council giving an update on a range of issues including the recent announcement of proposals to expand the enormously successful i54 business park in South Staffordshire; the commencement of the petitioning process for Phase 2a of HS2; and support for young people leaving county council care through the introduction of a scheme whereby they will be exempt from paying council tax until they are 21, be noted.

“Through continued sound financial management over the last quarter we have managed to reduce the county council’s overall overspend, which now stands at £4.6m, or 0.9 per cent of our budget. This compares to £5.6m in quarter 2. Our main pressure comes from the costs and rising demand of social care for children and adults. We remain resolute in our ability to manage these increasing financial challenges. Meanwhile we continue to invest through our capital programme in the things that matter to Staffordshire people – schools, roads and the foundations for job creation.”

Reasons for the Decision – To inform the Cabinet of the financial position of the county council (including the delivery of the Medium Term Financial Strategy) at the end of the third quarter 2017/18.

“Staffordshire ‘s economy continues to grow with new business developments, more and better paid jobs being created and a strengthened drive to ensure people have the skills to make the most of those opportunities.

 

We have seen near full employment in the county for some time now with the out of work claimant among the lowest in the region. Success of our business sites is crucial for the future prosperity of the Staffordshire, making it a place to live, a place to raise a family, to raise living standards and grow along with help towards funding the operations of the county council as we move towards full business rate retention. We are working hard with partners to ensure young people have the best start to life and we are above the national average with regard to children having good levels of development as they begin school. We also want to support people to live healthy and independent lives – our recently launched healthier living app being one example.”

Reasons for the Decision – To provide Cabinet with an overview of the county council’s performance (including the delivery of the Medium Term Financial Strategy) and the progress being made in delivering the three priority outcomes –

·         The people of Staffordshire will be healthier and more independent.

·         The people of Staffordshire will feel safer, happier and more supported in and by their Community.
