“During the final quarter the focus has been on the economy and has seen us sign the New Keele Deal with Keele University and other partners.  We have also seen more business development announcements at i54 South Staffordshire, Redhill and Kingswood Lakeside and are continuing to see near full employment in the county.

“We continue to manage financial challenges effectively and like all councils face ongoing pressures from supporting health and social care and an ageing population. We have managed an overspend of £8.9m in quarter four, owing mainly to the loss of income from the Better Care Fund. This represents just 1.9 per cent of the council’s overall budget and is a slight reduction from the previous quarter.”

Reasons for the Decision – To provide Cabinet with an overview of the county council’s performance (including the delivery of the Medium Term Financial Strategy) and the progress being made in delivering the three priority outcomes –

 

·         The people of Staffordshire will be able to access more good jobs and feel the benefits of economic growth.

·         The people of Staffordshire will be healthier and more independent.

·         The people of Staffordshire will feel safer, happier and more supported in and by their Community.

“Although there are well recognised ongoing financial pressures for all local authorities, through the county council’s good budget management we have managed to make some progress in reducing the projected 2 per cent overspend this quarter and we are continuing to work hard to keep our finances in check.

Cabinet Member for Health, Care and Wellbeing

In approving the draft Section s75 Agreement and the draft Business Transfer Agreement with the Staffordshire and Stoke-on-Trent Partnership Trust (SSOTP) and authorising the Director for Strategy, Governance and Change to execute both Agreements and make any necessary minor amendments which may be required to either and/or both agreements prior to execution.

Cabinet Member for Health, Care and Wellbeing

In approving the arrangements for the County Council to enter into a contract with the South Staffordshire and Shropshire NHS Foundation Trust to provide sexual health services in South Staffordshire from 1 April 2017.

Cabinet Member for Economic Growth

In approving arrangements for the Staffordshire County Council to deliver the phase 2 works at the Bericote Four Ashes Business Park on behalf of the Stoke-on-Trent and Staffordshire Local Enterprise Partnership within the identified funding envelope.

Cabinet Member for Health, Care and Wellbeing

In approving the signing of the S256 agreement relating to the acceptance of the transfer of funding from the Staffordshire Clinical Commissioning Groups for the protection of adult social care.

Deputy Leader and Cabinet Member for Finance and Corporate Matters

In approving the arrangements to protect the Council’s interests, both as landowner and highway authority, should the Section 278 Agreement in respect of the Stafford Western Access Route be terminated.

Deputy Leader and Cabinet Member for Finance and Corporate Matters

In approving the granting of a lease of Stone Youth Centre, Station Road, Stone.

Cabinet Member for Economic Growth

In approving that, following a change of position to rail devolution being adopted by the Secretary of State for Transport that the Council continues to support the signing of the revised Collaboration Agreement with the West Midlands Rail Member Authorities.
