Decision – That the oral report of the Leader of the County Council giving an update on a range of issues including the success of local Olympians, Adam Peaty from Uttoxeter and Joe Clarke from Stone, in gaining Gold Medals in Rio; the graduation of 120 young people who had participated in the County Council’s apprenticeship scheme; how the Council was working with schools, colleges and businesses to improve standards in education and the range and quality of training opportunities for people of all ages; and the continuing low unemployment rate in the County - of less than 1%; be noted.

Reasons for the Decision – To approve a revised delivery model which will see disabled children supported through one clear pathway, with a joined-up approach based around the family from birth to independence; and also ensuring that disabled adults have one coherent pathway of support.

 

Decision – That the reconfiguration of the operational structure and management of Independent Futures be approved in order to achieve the vision set out in the all Age Disability Strategy.

“As a well-run council, we continuously challenge ourselves over how we do business to ensure that we are effective and efficient, ensuring that we deliver for local people, give value for money to taxpayers and remain an employer of choice.

 

The Medium Term Financial Strategy identifies savings to be made in employment costs. Staffordshire County Council is keen to protect basic pay and conditions for its employees, but it currently goes well above the statutory requirements around redundancy payments and terms when staff are redeployed. In times of financial challenge, when we need to prioritise services that support Staffordshire residents to be independent and healthy, it is right that these arrangements are reviewed.”

Reasons for the Decision – The Spend Review project was established in early 2016 in order to support the changes necessary to meet the demands of MTFS plans for 2016 and beyond, and to oversee the delivery of £1.98m savings specifically related to the Authority’s salary spend.

 

Decision – (a) That it be agreed in principle that the current Exit Arrangements, specifically, redundancy payments, pay protection and redeployment mileage, be reviewed, subject to consultation with the recognised trade unions, with a view to reaching a new collective agreement.

 

(b) That the final detail, approval of the terms of a new agreement and the implementation thereof, be delegated to the Deputy Leader and Cabinet Member for Finance and Corporate Matters in consultation with the Director of Finance and Resources.

 

(c) That the new agreement be effective on the agreed date of implementation, after a final decision and appropriate notice [as required].
