“Enabling children and young people to live independently, achieve their aspirations and make a positive contribution to their community is really important. Poor emotional wellbeing in young people can seriously affect these outcomes, which is why we need to ensure they can access the right support to ensure their emotional wellbeing is maintained.

 

By working with our partners in the CCGs we can make better use of digital, with access to online counselling, information, advice and support, reduce inconsistencies in our current arrangements, and ensure children and young people have access to the same service.”

Reasons for the Decision The existing contracts for children and young people’s emotional health and wellbeing provision expire on the 31st March 2020 and a procurement process has been undertaken to identify a successful provider for the new service.

 

Decision That approval be granted for a delegated decision allowing for contract award in January 2020, subsequent mobilisation and service commencement from the 1st of April 2020.

Reasons for the Decision – To consider the progress made in respect of the formation of the Together4Children Regional Permanency Arrangement between Staffordshire County Council, Stoke-on-Trent City Council, Shropshire Council and Telford & Wrekin Council.

 

Decision (a) That the progress made in respect of the formation of the Together4Children Regional Permanency Arrangement between Staffordshire County Council, Stoke-on-Trent City Council, Shropshire Council and Telford & Wrekin Council be noted.

 

(b) That delegated authority be given to the Deputy Chief Executive and Director for Families and Communities to enter into the final interagency Permanency Partnership Agreement. In addition, authority to make further decisions in relation to the formation of the Together4Children Regional Permanency Partnership be delegated to Deputy Chief Executive and Director for Families and Communities following consultation with the Cabinet Member for Children & Young People and the Director of Corporate Services.

 

(c) That the Together4Children Regional Permanency Partnership, Regional Financial Formula for 2020/21 and 2021/22 be approved on the basis that each Partner contributes 100% of “in scope” budgets (Adoption Services), as disaggregated from the 2019/20 budget. Therefore, Staffordshire County Council’s contribution to Adoption Services will continue to be £1,368,582. In light of this the proposal presents no greater financial risk to each Partner.

 

(d) That Cabinet continues to be committed to the ambition of Staffordshire County Council, Stoke-on-Trent City Council, Shropshire Council and Telford & Wrekin Council to go beyond adoption and develop a regional model of wider permanence which includes Fostering, Connected Persons and Special Guardianship Orders (SGO) and that it be noted that further recommendations will be made to Cabinet in respect of bringing these wider functions within the scope of the Partnership.
